It is possible to configure an over-delivery percentage. For example, if the percentage is set at 2%, each campaign will deliver 2% more than the initial booked volume of impressions. An over-delivery percentage is in effect to avoid a minimal under-delivery for 3rd party ads if a discrepancy in reporting would occur.
